Service scope, operation contracts, user authority, lifecycle states, provider boundaries, suspension, termination, disclaimers, liability, and dispute structure.

Product truth requirement

Any final policy must match live catalog, operation contracts, pricing, payment/replay behavior, status, security controls, evidence, receipts, and recovery. It may not create broader authority than the product interface.
